XRP Leads Major Losses as Clarity Act Vote Is Delayed Until September

Bitcoin and Ether posted slight losses, while Ripple-linked XRP fell 5.5% over the week, making it the weakest performer among the major cryptocurrencies after the U.S. Senate left Washington without taking up the Clarity Act market structure bill.

Bitcoin held near $64,300 on Friday, little changed on the day and largely flat for the week, after the Senate confirmed that it would not vote on the Clarity Act before beginning its August recess.
XRP was the weakest major token, falling more than 2% on the day to $1.02 and 5.5% over the past seven days. Solana declined more than 1% to around $73 and is down nearly 2% for the week. Dogecoin slipped almost 1% to below $0.07, while Ether was mostly unchanged at $1,897, posting only a marginal weekly decline. BNB held near $591 and remained up about 1% on the week. Hyperliquid’s HYPE eased less than 1% to around $56, but it remains the strongest major token over the past seven days, gaining 1.3%.
The Clarity Act, which aims to define which U.S. regulator would oversee specific digital assets, requires 60 votes to pass. It is currently unclear whether the bill even has 50 votes in support. Several Republican senators have publicly opposed the legislation, while Democrats are pushing for stricter provisions that would prevent President Donald Trump from profiting from cryptocurrency ventures while in office.
Trump disclosed more than $1 billion in income from his crypto-related businesses in 2025. Senate Majority Leader John Thune said that a vote is expected in September, when lawmakers return on Sept. 14 with only three weeks available to address a backlog that also includes government funding legislation and a Russia sanctions bill.
Meanwhile, spot Bitcoin ETFs attracted approximately $626 million in inflows between Aug. 3 and Aug. 5. The inflows were sufficient to help defend the $63,000-$64,000 support zone, but they were not strong enough to break through the key resistance area between $66,000 and $66,600.
Next week, investors will focus on the U.S. employment report and July inflation data. The Federal Reserve kept interest rates unchanged at 3.50%-3.75% in July, although three officials voted in favor of raising rates. A stronger-than-expected jobs report or persistently elevated inflation would strengthen the case for tighter monetary policy, which typically puts pressure on risk assets such as Bitcoin.
Despite steady ETF inflows throughout the week, Bitcoin has been unable to break above $66,000. The upcoming jobs and inflation reports are likely to determine whether Bitcoin gets another opportunity to challenge resistance or retreats back toward the $63,000 level.
